These flags are cut by artists by hand in the traditional method hammering a chisel through a bundle at a time. Paper cutting dates back to pre-Spanish time in Mexico where mulberry bark, ficus paper was once cut and worked using awesome obsidian blades. This was really taken up when china pieces arrived in the the trader Black Ships (named for their dreadful cargo of slaves) arrived in Mexico and the china pieces were wrapped in tissue.

As the Mexican indigenous were no longer allowed to write they found the finer tissue more useful for their cut paper works likely inspired by Spanish lace. Various forms of paper making have spread throughout the Pacific from the Americas including to the Pacific isles, tapa cloth. It is highly likely China learnt paper making from trade with the Aztecs and developed it further, same with lacquer wares (the beetle juice used for traditional lacquer comes from a Central American native beetle).

Difficult to say whether the Aboriginal people of Australia developed bark painting separately, but most likely did so.
